This fictional character was created as the narrator of true stories involving the Royal Canadian Navy in World War Two. The cartoonist for the serial was Sid Barron. Later a “Bos’n Bill Club” was included to increase the participation of readers.

Although the Bos’n Bill feature had appeared in Canadian Heroes from the beginning, the Bos’n Bill Club was not introduced till Canadian Heroes, 3-2, January 1944. Members received their ‘papers” and a sweater crest plus a colour picture of a Canadian fighting ship.

In Joke Comics 23, Bell Features reported on all the Bell staff who were being released from the armed services, some of whom were returning to Bell. “Mark was the writer and illustrator of “Dr. Blue and Blackie”, now taken over temporarily by Andre Kulbach. The scripts are now written by Spragett. Mark is an American citizen but lives in Montréal, he was recalled to the American Army when the U.S. entered the war.”
