GOVERNMENT WAR EXCHANGE CONSERVATION ACT

December 2 1940 as a war measures act the Canadian government banned the importation of nonessential imports including U.S. comic books in order to conserve its currency for the importation of war materials. This act fostered Canada’s first and only full-fledged comic book industry.
